No. Our discounts are applied before checkout so there is limited information about the customer. We do not have enough information on the cart page to exclude customers that have already applied a discount. This is true even if you create a Shopify discount with this limit, if the discount is applied through the Discount Mixer widget.
One exception - New customer welcome coupon
